Bolivian Leader’s Re-Election Calling Card: Socialist Economy Minister - WSJ

President Evo Morales, poised to win a third term in elections on Sunday, owes much of his popularity to the chief architect of this country’s economic resurgence: a self-described socialist who quotes Karl Marx and Friedrich Engels. But while speaking like his left-wing allies in Argentina and Venezuela, Economy Minister Luis Alberto Arce has avoided the pitfalls that have led them down a path of spiraling inflation, falling currencies and recessions. Bolivia, a landlocked country of 10 million people that suffered years of economic instability, has clocked annual economic growth of about 5% since Mr. Morales took office in January 2006 and appointed Mr. Arce, who some call a closet neoliberal.
